CONCEPT

UN: NEGOTIATIONS THE ONLY HOPE

The Under-Secretaries-General for Peacekeeping Operations and Political Affairs agreed with the assessment of the Special Representative and the Force Commander that, under the circumstances, negotiations would offer the only hope of achieving the objectives identified by the Security Council, and for that purpose, it would be necessary to open dialogue with the Bosnian Serbs. They proposed that the Secretary-General appoint a Special Envoy to take on this role, and in this regard suggested that Mr. Thorvald Stoltenberg was immediately available to do so. The Secretary-General, who was travelling in Africa as these events were unfolding, agreed.
