INSTRUCTIONS AND COMMANDS TO THE DUTCH BATTALION
Upon the Force Commander's request, the acting UNPROFOR Commander then issued instructions to the Dutch battalion, ordering them to enter into negotiations with the VRS to secure an immediate ceasefire. He added that "giving up any weapons and military equipment [was] not authorized and [was] not a point of discussion." He ordered the Dutch battalion to concentrate their forces in the Potocari compound and to withdraw from the remaining observation posts. He ordered them to "take all reasonable measures to protect refugees and civilians in [their] care." He added that they should "continue with all possible means to defend [their] forces and installation from attack." This was "to include the use of close air support if necessary."

While noting the clarity of the instructions, the Dutch battalion commanders assessed that they were simply no longer in a position to carry them out.
