FIRST INDICATION OF PLAN - BRATUNAC
The first indication of the plan came at an Orthodox New Year's reception held in Bratunac. The reception was attended by UN military observers and the new commander of the Dutch battalion, Colonel Karremans. At the meeting, Major General Milenko Zivanovic offered UN military observers the opportunity to "define" the enclave's borders in cooperation with Zivanovic's representatives. Zivanovic further credited himself for ceding UNPROFOR territory in the area of "Jadar" (Zeleni Jadar). According to a Dutch liaison officer present at the meeting, Major General Zivanovic stated that "in case of an outbreak of hostilities around the enclave, it would be one of the first Serb targets."
