At the start of 1995, fewer supply convoys were able to reach the enclave. The Dutch battalion of UN peacekeepers that arrived in January of that year watched the situation in the enclave rapidly deteriorate in the months after their arrival. Supplies for the civilian population, already poor, were further reduced, and even the UN force's food, medicine, fuel and ammunition reserves began to run dangerously low. By the end the peacekeepers were so low on fuel they resorted to patrolling the enclave on foot. Soldiers from the Dutch battalion that were allowed leave were not allowed to return, dropping the battalion's number from 600 to 450 men.
