REPUBLIKA SRPSKA (RS) STRATEGY
By the beginning of January, the government of the Republika Srpska had already arrived at the decision to exert pressure on the "safe areas" of Eastern Bosnia. Part of that pressure consisted of impeding the movements of UN peacekeepers in Eastern Bosnia, especially supply convoys headed for the three safe areas (Srebrenica, Zepa and Gorazde). Limiting supplies of fuel, ammunition and food to UN peacekeepers undermined their ability to effectively carry out their duties to the "safe areas." The aim of this strategy was to render the enclaves unsustainable.
